The By-Laws of the International Youth Council Philippines

IYC Pilipinas 
Chapter Bylaws


Article I: Name
  • The name of this Chapter will officially be called Pandaigdigang Sangguniang Kabataan (IYC Pilipinas) or the Philippine Chapter of the International Youth Council.
  • In these bylaws, it will be referred to as the Chapter and the International Youth Council will be referred to as the IYC.

Article II: Purpose
  • The Chapter will be organized and operated to serve the Filipino youth community.
  • Chapter aims to inform, inspire, and support youth leadership in pursuit of the sustainable development practices as stated in the Millennium Development Goals though cross-cultural and intergenerational partnerships as well as strategic initiatives.

Article III: Membership
  • In accordance with IYC Policy, Chapter membership will be open to everyone regardless of gender, race, color, religion, age, national origin, economic status, sexual orientation, and/or disability.
  • All Chapter members must be registered IYC members and have official IYC profiles on the IYC website - http://www.internationalyoutcouncil.com.
  • The recommended age range for individuals to hold elected office is 14 to 28. However, there are no age restrictions to IYC Chapter membership

Article IV: Chapter Council & Committees
The Chapter Council consists of the following officers:
  • National Chairperson
    • Presides over chapter meetings and ensure progress is in line with the schedule and objectives of the chapter council and its agenda; and 
    • Ensures chapter and its officers/committees are following IYC guidelines; and 
    • Officially represents the IYC Pilipinas Chapter to IYC international gathering or conferences. 
  • Executive Secretary 
    • Record and track minutes of chapter meetings;
    • Notify IYC Executive Board of updates and changes in chapter bylaws; and
    • Acts as Chairperson in the event of absence.
  • Program Officer 
    • Oversees operations of the Programs Committee;
    • Plans the national resource mobilization program; and
    • Plans logistics and arrangements for chapter meetings, conventions and outside activities.
  • Finance Officer
    • Oversees operations of the Finance Committee;
    • Maintains financial records of the Chapter and pays bills; and
    • Responsible of sending quarterly (every three months) financial reports/updates to IYC Executive Board
  • Public Relations Officer 
  • Oversees operations of the Public Relations Committee;
  • Coordinates public outreach and mobilization as well as updates campaign status of Chapter on IYC network; and
  • Maintain contact information and profiles of members and coordinate membership drives.
  • Policy Reform Officer
    • Oversees operations of the Policy Reform & Research Committee;
    • Gathers pertinent information on policies relating to youth development; and
    • Ensure that policy recommendations are drafted well.
  • Island Convenors
    • Four (4) appointed positions by the National Chairperson:
      • NCR Convenor – Oversees activities in the National Capital Region
      • Luzon Convenor – Oversees activities in Luzon, Northern Philippines
      • Visayas Convenor – Oversees activities in Visayas, Eastern/Western Philippines
      • Mindanao Convenor – Oversees activities in Mindanao, Southern Philippines
    • Coordinates national activities and ensures membership retention nationwide
  • The Secretary Position may be (i) assumed by any of the mandatory officer positions (ii) assumed by any of the additional officer positions (iii) or a separately appointed position.
  • Each Officer, with the exception of the Secretary Position if appointed separately, will serve as Chair for their respective committees.
  • If appointed separately, the Secretary will be a member of the Chapter Council
  • No person will serve the same position more than two consecutive years. Each of the Officers of the Chapter must be a member of the IYC.

Article V: Rotation on Chapter Meetings
  • Officers will rotate duties in leading chapter meetings. Rotation of duties may be on a bi-monthly basis.

Article VI:  Additional and/or Temporary Officers and Committees
  • The Chapter Council is permitted to create a permanent or temporary officer(s)/committee(s) as appropriate to address any outstanding role or responsibility.

Article VII: Meetings & Activities
  • Meetings must be held only in places that are accessible and open to all members of the Chapter.
  • Meetings and activities must be publicly advertised as written (ie, flyer) or via electronic medium (ie, website)

Article VIII: Chapter Elections
  • Elections will be held once a year every 15th of April.
  • Term of newly elected leadership will begin exactly one month after elections. The start of new term begins every 15th of May.
  • The Officers will be elected by a majority of votes cast the Chapter members at an annual election.
  • If there is vacancy between elections, the Chapter Council may appoint someone to fill the assume responsibility of the vacated Officer position until the next election.

Article IX: Relationship to IYC Global Community
  •  IYC Chapters are expected actively contribute to the online IYC network by one or more of the following monthly: 
  1. Status of ongoing projects or campaigns 
  2. Sharing best practices of project management and development 
  3. Blog posts of youth development and/or sustainable development  
  4. Photos of chapter activities 
  5. Sharing of information and related activities of IYC Pilipinas on its advocacy campaigns.

Article X: Publications & Communications
  • In matters of publications and communication, Chapter will adhere to Public Positions and Statements Policy under the International Youth Council's Chapter Policies and Procedures.

Article XI: Social Media
  • In adherence to Social Media and Brand Recognition Policy under the International Youth Council's Chapter Policies and Procedures, the Chapter will create:
  1. Facebook Group called – “IYC - Pilipinas (Pandaigdigang Sangguniang Kabataan)”
  2. Twitter Account called - “IYCPilipinas”
  • Chapter Facebook group will follow Official IYC Facebook Group – International Youth Council – to stay connected to latest news and updates.
  • Chapter Twitter account will follow official Twitter Account - @IYCUpdates – to stay connected to latest news and updates.

Article XII: Dissolution of Chapter

  • Failure to adhere to these Bylaws may result in suspension of the Chapter, as determined by the International Youth Council Executive Board.
